Many sellers measure the shoulder from the seam between the sleeve and front bodice. Depending on the design, that seam may not mark the position where the actual shoulder sits.
The garment may have been measured flat without first smoothing wrinkles or correcting the angle of the bodice.

How to Measure a CHANEL Jacket｜如何量度現有外套
Choose a jacket that feels right when worn and, if possible, has a design similar to the one you are considering.
Fasten the buttons and place it on a flat surface. Smooth out wrinkles and any tilt without pulling the fabric before measuring.
① Do Not Use the Seam Line Alone for Shoulder Width
Most shops measure from the seam where the sleeve joins the bodice. That method can make it difficult to find a piece that truly fits.
When the seam sits outside the actual shoulder corner, the stated shoulder width becomes wider. When it sits closer to the neck, the number becomes narrower.
Therefore,
for both designs A and B, use the points where the actual shoulder corners sit, then measure between them along a gentle peaked curve.

② Measure Bust Width Straight Across from Underarm to Underarm
Fasten the buttons, smooth the garment so it is not wrinkled, and measure straight from underarm to underarm. Wrinkles or pulling the fabric can produce a number larger than the garment’s natural width.
③ Check the Armhole at the Same Position
④ Measure Sleeve Width at a Right Angle from the Underarm
Measure sleeve width at a right angle from the base of the armhole.
⑤ Measure Length from the Centre of the Shoulder to the Hem
Measure from the midpoint of one shoulder width down to the hem.
